What constitutes "when general is leading the army"? Does it include being assigned as a mayor, being assigned as a duty officer and being assigned to the senate?
Good question. For Subordinate City Mayors it applies because they are commanding troops during battles (as long as they have troops remaining in their respective Subordinate City). But, the offensive Buffs only apply to the troops within that particular Subordinate City. On the other hand, their Debuffs apply to entire enemy army.
Since Duty Officers and Senate Generals (another form of Duty Officers) do NOT command any troops during battles, none of the "when general is leading the army" skills apply to them.
